Managing Statewide Information Technology Investments
The State of Michigan engaged Advocate to manage the Information Technology Investment Fund (“ITIF”), with the purpose of the fund focused on the replacement of legacy systems and enterprise wide technology improvements. Advocate assisted in developing the investment model and governance structure and is responsible for the overall day-to-day leadership, oversight, monitoring, analysis, communications, and reporting for the ITIF portfolio.
Key services provided included:
- Advocate designed the ITIF Project Assurance program, ensuring proper integration of existing state quality processes to create an enterprise-level and independent project quality assurance process
- Key to the success of the program was Advocate providing experienced project managers over the course of the project lifecycle using the Project Assurance methodology
- Advocate also created training and reference guides for the Project Assurance program, while also conducting training programs for the new ITIF Project Managers and Assurance Partners
As a result of our efforts the State of Michigan has successfully delivered 17 ITIF projects, with all of them on time and on budget achieving a tremendous project management success rate. This included successfully managing the investment portfolio, including the monitoring of all projects, evaluating return on investment, and ensuring quality delivery.
